Most people do not realize that when you visit a web site often, you may not be seeing the most current content on that page.  There is a refresh button on every browser that will cause the newest content to display.  The screen shot below indicates that location on Internet Explorer.

Screen Shot on How to turn on the Menu bar in Internet ExplorerIt is possible to set your browser so it always looks for a fresh version of the page.  The default setting in Internet Explorer as to when it looks for new or revised webpages is Automatically.  It has been this way for years and for years it has failed to look for a newer versions Automatically.  To set it so it always displays the newest version of a web page follow the steps in the screenshots below.  1)  Go to Tools and select Internet options from the drop-down menu.

If you cannot see the "File, Edit, View, Favorites, Tools, Help menu across the top of the page go to the right side of the tool bar and click on the Tools button.  Slide down the list to Toolbars.  Give it a moment and it will expand a sub-menu.  In that sub-menu the toolbars that are displaying will have check marks next to them.  If you cannot see the menu list across the top of the window, Menu Bar will not have a check next to it.  Click on Menu Bar and it will now have a check mark next to it.  The Menu Bar will now be displayed across the top of your screen.

If you do not want to display the menu bar but still want to set your browser to display the newest version of a web page at each visit, simply slide down the list and left click on Internet Options.  You will be at the same point as in the next screen shot below.

Step 2, after you have opened Internet Options is to click on the Settings button in the middle of the page as shown in the middle screen shot below.  Step 3 is to click on the radio button left of the phrase Every time I visit the webpage.  Step 4 is to click on Ok at the bottom of the window and then Ok on the next window.  It is done, now your browser will look for the newest version of a web page each time you visit.   As far as I can figure out, Google Chrome does not offer a similar setting.  Firefox does and is found in much the same way as you would in Internet Explorer.
